New version (my private unofficial version)

Hi!

I spent few hours and modified version 1.4.2. Now is supporting language ini files.
Also I have add checking if Advert or Group is not editing by other user (in 1.4.2 checking was only in Client Mangement).

Only problem is with params in configuration. They are stored in xml file so can't be translated :/ - maybe Webbudha will change it.
I also found bug - checking directory permissions is probably corrupted, but I don't know how to fix it.

I will send this version to Webuddha and maybe they will publish as a official 1.4.3. Few more things and component will be ready - in 1-2 days.

** Language Note **
We've received several requests for "Language" integration.
The release we are currently finishing is written for Joomla 1.5.x only and will use the Joomla language methodology - this includes the config parameters.

We hope to have this completed within the next few days.
